to put it simple

a1 : you only know how to say hi :rire:

a2: you are beggining to become a little bit more fluent

b1: you can hold a conversation

b2 : you hold a conversation with a good vocabulary

c1: you basically understand everything that we say to you

c2 : is like native speaker

so yeah c2 is the highest
